Video Recap: The Commissioner's consent agenda consist of business that was conducted over the month and the items are on the agenda. The only consent agenda discussion was by Progress reporter Angela Reinhardt requesting an explanation on the Approved Pickens County Environmental Health Fees. Commissioner Jones explained that there was a slight increase in septic tanks, restaurant inspections and other Environmental Health services.

Sharon Troglin, Tax Commissioner, gave a report comparing the 2009 and 2010 digest collections and there is only a 1% decrease in 2010. The county adopted a resolution for an Identity Theft Program that was required by the federal government. Norman Pope, heading the program, explained it's to protect Social Security numbers retained by the county for ambulance transports, water billing and business licenses. James Weaver, already a full time employee, was appointed Deputy EMA Director to assist Chief Bob Howard.

During guest comments, Kirk Kondos thanked the commissioner for help with the new VA office that will be open in a few weeks after volunteers are put in place. Nancy Davis is concerned over handicap accessibility at the new Voter Registration office opening March 21st on Pioneer Road (formerly The Hair Hutch). The Voter Registration is being moved to comply with voting rules that no campaigning within 150 feet of the building in which a polling place is located. Since early voting is held at the office, it's a delicate issue with elected officials within the same building. Animal control was another discussion and the commissioner said that the incinerator is in place and the Animal Shelter will be open soon with a formal ribbon cutting.

   1. Awarded contract for the Pickens County Community Center to J.K. Lockwood Construction Company, Inc. of Alpharetta, GA. & signed said contract. (Amount of contract: $1,848,000.)
   2. Signed Medical Transportation Hospice Agreement between United Hospice, Inc. d/b/a United Hospice of Blue Ridge and Pickens County Emergency Services.
   3. Adopted Resolution Amending the Pickens County Land Use District Ordinance (Ordinance #67) as follows: Amend the Pickens County Land Use Ordinance Map in regard to Parcel 031-089 composed of 4.34 acres from Suburban Residential (SR) to Neighborhood Commercial (NC). (Property is located on Hwy 53 West fronting The Village at Oak Creek.)
   4. Adopted Resolution that Cory DeBord, attorney, be approved attorney for the purposes of prosecuting county Ordinance violations in the Magistrate Court of Pickens County and/or the Superior Court of Pickens County together with any appeals thereof.
   5. Signed and entered into Special Service Arrangement Agreement by and between BellSouth Telecommunications, Inc. d/b/a AT&T Georgia and Pickens County E911 and is entered into pursuant to Tariff Section A5 of the General Subscriber Services.
   6. Opened checking account at Jasper Banking Company named: Pickens County Government - 2010 Bond Courthouse Renovations.
   7. Adopted Resolution appointing a designated county official or staff person to serve as County Legislative Coordinator (CLC) for Pickens County, at the request of Association County Commissioners of Georgia (ACCG) to most effectively respond to legislative proposals affecting county governments. Norman Pope was appointed to serve as CLC for Pickens County until further notice.
   8. Approved Pickens County Environmental Health Fees effective January 1, 2011.
   9. Signed a Proclamation declaring the week of February 7 - 11, 2011 as "SEVERE WEATHER AWARENESS WEEK" in Pickens County and encouraging citizens to become more aware of severe weather safety measures and to participate in the various awareness programs scheduled during the week, such as Family Preparedness Day on Monday, February 7th, and the Statewide Tornado Drill on Wednesday, February 9th.
