Report on Mismanagement in the Tax Commissioner’s Office

As you are aware through prior media coverage, multiple complaints have been made by employees within the Tax Commissioner’s office. In response to this, the Board of Commissioners retained an outside attorney who specializes in labor and employment matters to investigate and analyze the situation in that office and to report back with her findings and recommendations. We have received this neutral attorney’s report, and she has identified multiple areas of concern. Based on these concerns, she has made a number of specific recommendations for that office.

While the report itself constitutes privileged material that cannot be made public, having reviewed all 500 pages of the attorney’s findings and exhibits, we are extremely disappointed with the rampant mismanagement in the Tax Commissioner’s office. We are deeply concerned about the employees, and we are deeply concerned about the office’s ability to serve the residents of Pickens County.

Unfortunately, given the Tax Commissioner’s status as a duly elected official, the Board of Commissioners has no control over him or his supervisors; however, we will be forwarding the independent attorney’s recommendations to the Tax Commissioner in hopes that he and his managing staff will take the necessary action to bring order, transparency, and fairness to that office. Along those same lines, and in further response to the attorney’s recommendations, we also intend to conduct an economic audit to ensure compliance with state and federal financial requirements and the appropriate use of taxpayer funds.
